The Ministry of Commerce and eight other departments published the Opinions on Accelerating the Promotion of Science and Technology-driven Commerce, proposing to develop commercial AI agents such as intelligent shopping guides, intelligent operations, and intelligent logistics, and to advance tiered governance according to application scenarios. The document also sets out arrangements for digital and intelligent infrastructure, datasets, and talent development; the relevant measures still require subsequent implementation.

The official website of the Ministry of Commerce published on October 19 the Opinions of the Ministry of Commerce and Nine Other Departments on Accelerating the Promotion of Science and Technology-driven Commerce. The document is dated October 13.

The Opinions integrate the application of artificial intelligence and other technologies throughout goods consumption, services consumption, and commercial circulation, and propose cultivating commercial AI agents and developing specialized applications such as intelligent shopping guides, intelligent operations, and intelligent logistics.

AI Enters Product Display and Business Processes

In terms of commercial scenarios, the document proposes developing cloud shopping and cloud display, and promoting the application of technologies such as digital twins and embodied intelligence.

This means the policy focuses not only on consumer-facing Q&A interfaces, but also on product presentation, business management, and logistics coordination. How specific applications will be implemented still requires enterprises to explore in light of their business conditions.

Application Development and Governance Advance in Parallel

The Opinions propose strengthening foundational conditions such as computing power, datasets, and trusted data spaces, carrying out tiered governance of commercial AI agents according to different scenarios, clarifying the boundaries for the collection, use, and sharing of commercial data, and exploring stress testing and sandbox pilots.

These are follow-up work arrangements, and it cannot be concluded on this basis that the relevant platforms, pilots, or governance rules have been fully implemented.

Testing Value Starting from a Clear Need

AIYXL Observation: The opportunities for commercial AI agents need to be grounded in specific business problems.

Taking product display as an example, enterprises first need accurate, complete, and updatable product information. Even if a system can automatically generate descriptions, deviations in specifications, applicable conditions, or after-sales information will increase the burden of follow-up communication. This is an application evaluation scenario, not an implementation case disclosed in the document.

For enterprises, they can first choose a task with clear information boundaries and easily checkable results, record accuracy, revision volume, and maintenance costs, and then decide whether to expand the scope of application.
